Program Rentals
MZS Realty, DBA Program Rentals – NYC
MZS Realty, operating as Program Rentals in NYC, is an apartment rental agency specializing in government-subsidized rentals, serving landlords, management companies and tenants throughout the five boroughs of NYC. We have filled thousands of apartments since 2003.

Management
We offer comprehensive in-house property management services, including billing, collections, compliance, repairs, and maintenance. Our experienced team oversees office and field staff, ensuring efficient operations and timely maintenance. Acquisition & Development
We specialize in acquiring and developing land and value-add properties with a deep understanding of NYC zoning and building codes. Our approach is divided into two teams:
- Value-Add Conversions: We transform existing 2-4 family buildings into 10-unit residences while ensuring they remain within Tax Class 2B, benefiting from limited property tax increases. These conversions are done within the existing building envelope without extensions.
- Ground-Up Development: Our team acquires land and oversees new construction projects, leveraging tax abatement programs like 421a and the new 485x to optimize long-term property tax efficiency. With extensive experience in both adaptive reuse and new development, we maximize property value while navigating NYC’s regulatory landscape.
Homeless Shelters
In our Homeless Shelters division, operating under Metrolux Manor—a subsidiary of MZS Realty under the same principal—we have partnered with NYC-HRA to provide and oversee emergency shelter services for eligible individuals across NYC. Our responsibilities include managing billing, collections, and the maintenance of shelter sites. Additionally, we supervise both office and field managers to ensure the smooth operation and delivery of essential services to those in need within our community.
